Hong Kong police fired tear gas and a water cannon as thousands took to the streets Sunday — as controversial new security laws from China aimed at crushing the protests sparked the most intense clashes in months. Crowds of pro-democracy demonstrators dressed in black gathered in a popular shopping district, chanting slogans such as “Stand with Hong Kong,” “Liberate Hong Kong” and “Revolution of our times.” The protest did not receive official authorization — and broke local coronavirus social-distancing restrictions, which ban groups of more than eight people meeting. Police raised blue flags, warning protesters to disperse, before firing multiple rounds of tear gas — then firing from a water cannon.

Susan Rice, Obama’s national security adviser, tweeted: I’m proud to endorse @JoeBiden for President,” along with a picture of them hugging. “No one is better prepared and more trusted by our allies to repair the incalculable damage Trump has done to our int’l standing and national security. Rice became embroiled in the Benghazi scandal, after she claimed in TV interviews that an anti-Islam video sparked the September 11, 2012, terrorist attack against a U.S. consulate in Benghazi, Libya. Her claim was later proven not to be true. Rice was also a proponent of the U.S. intervention in Libya in 2011, which allowed for the Islamic State to move in and solidify a foothold. John Brennan, Obama’s CIA director, also came out the same day to back Biden. “Joe Biden is one of the most honest, decent, practical, & experienced individuals with whom I have ever worked. If nominated & elected, he is capable of unifying our country & restoring America’s standing around the world,” he tweeted.

I have been writing for years about the dangers to human freedom that come from government mass surveillance. The United States was born in a defiant reaction to government surveillance. In the decade preceding the signing of the Declaration of Independence, the villains were the Stamp Act and the Writs of Assistance Act. Today, the villain is the Patriot Act. Here is the backstory. In 1765, when the British government was looking for creative ways to tax the colonists, Parliament enacted the Stamp Act. That law required all persons in the colonies to purchase stamps from a British government vendor and to affix them to all documents in one’s possession. These were not stamps as we use today, rather they bore the seal of the British government. The vendor would apply ink to the seal and for a fee — a tax — impress an image of the seal onto documents. All documents in one’s possession — financial, legal, letters, books, newspapers, pamphlets, even posters destined to be nailed to trees — required the government stamps. How did the British government, 3,000 miles away, know if one had its stamps on one’s documents? Answer: The Writs of Assistance Act. A writ of assistance was a general warrant issued by a secret court in London. A general warrant does not specifically describe the place to be searched or the person or thing to be seized. It merely authorized the bearer — a civilian or military government official — to search where he wished and seize whatever he found.
